Abstract
Qëllimi i këtij punimi është që të hulumtohet gjendja e fëmijëve me nevoja të veçanta në Kosovë. Duke analizuar dhe kuptuar gjendjen sociale të fëmijëve me nevoja të veçanta, kam shqyrtuar dhe sugjeruar metoda për përmirësimin e gjendjes së tyre. Poashtu kam analizuar gjendjen e arsimit për fëmijët me nevoja të veçanta, me qëllim të vlerësimit të kushteve në arsim për këta fëmijë. Në këtë punim do të bëhet një hulumtim për politikat sociale ndërkombëtare dhe ato vendore, për të drejtat e fëmijëve me nevoja të veçanta si dhe aspektin real të gjendjes aktuale të fëmijëve me nevoja të veçanta. Nga hulumtimi do të arrij në përcaktimin e gjendjes aktuale të fëmijëve me nevoja të veçanta në Kosovë, duke përfshirë çdo aspekt: social, ekonomik, arsimor, shoqëror etj. Fëmijët me nevoja të veçanta janë një kategori që kanë nevojë për studim të hollësishëm dhe një hulumtim statistikor për gjendjen e tyre në Kosovë. Rëndësia e kësaj teme qëndron në informimin real të kushteve, ligjeve dhe përfshirjes sociale të fëmijëve me nevoja të veçanta. Përmes kësaj teme kam qëllim të paraqes gjendjen reale të kësaj kategorie dhe të specifikoj të metat që do të has ne trajtimin shoqëror e social të fëmijëve me nevoja të veçanta. Poashtu do të hulumtohet procesi i gjithëpërfshirjes në arsim, si një sfidë tjetër për fëmijët me nevoja të veçanta. Do të shqyrtohen hapat e ndërmarrrë nga ministria e arsimit si dhe organizatat ë ndryshme botërore, që veprojnë në vend, për zhvillimin sa më cilësor të këtij procesi. Përmes pyetësorëve të përgatitur do të arrijmë në përfundim për gjendjen në arsim të fëmijëve me nevoja të veçanta dhe trajtimin e tyre nga shoqëria.

Abstract
The purpose of this paper is to investigate the situation of children with special needs in Kosovo. By analyzing and understanding the social situation of children with special needs, I have explored and suggested methods for improving their situation. I have also analyzed the state of education of children with special needs in order to assess the educational conditions for these children. This paper will provide a research of international and local social policies on the rights of children with special needs as well as the real aspect of the current situation of children with special needs. This research will try to determine the current state of children with special needs in Kosovo, including every aspect: social, economic, educational, social, etc. Children with special needs are a category in need of detailed study and statistical research on their situation in Kosovo. The importance of this topic lies in real information on the conditions, laws and social inclusion of children with special needs. Through this topic, I aim to present the real situation of this category and to specify the shortcomings I will notice in the social treatment of children with special needs. Inclusive process in education will also be explored as another challenge for children with special needs. The steps taken by the Ministry of Education and various international organizations operating in the country to develop this process in a qualitative manner will be reviewed. Through the prepared questionnaires we will come to a conclusion on the educational situation of children with special needs and their treatment by society.
